This will improve both the quality and <br /> <br />quantity of water. With less fluctuation in the <br /> <br />quality of water, the cost of treatment will <br /> <br />decrease. <br /> <br />Some of the disadvantages associated with Alternate IV <br /> <br />are as follows: <br /> <br />1) Access - The proposed route'still presents the <br /> <br />problem of limited access during periods of foul <br /> <br />weather and complete inaccessibility to conven- <br /> <br />tional vehicles in the winter months. However, <br /> <br />with the pipeline being buried and to grade, the <br /> <br />frequency of access will be reduced with only the <br /> <br />diversionary structures requiring maintenance. <br /> <br />2) While elimination of an alternate point of diversion <br /> <br />will reduce legal costs, the purchase of easements <br /> <br />and legal costs involved in securing these easements <br /> <br />will be much greater. Basing judgment on previous <br /> <br />difficulties with property owners through whose <br /> <br />properties the water line will traverse, easements <br /> <br />may have to be secured through condemnation. This <br /> <br />process, as a rule, is lengthy and costly with "ill <br /> <br />feelings" generated among all parties concerned. <br /> <br />Secondly, additional engineering fees are required <br /> <br />26 <br />
