These do11ar-per-acre-foot of new yield amounts will be <br />evaluated over the size range considered and will become one of the main <br />factors determining the selected reservoir size. <br /> <br />After the final expanded size is selected, a more detailed cost estimate will <br />be prepared for the final cost summary and will be based upon a unit price/ <br />quantity tabulation. Appropriate contingencies will be added. A construction <br />schedule will. be prepared, along with an estimate of the: construction <br />expenditure requirements. Operation and maintenance costs will also be <br />evaluated. These elements will be reported and included in Chapter VI of the <br />feasibility report. <br /> <br />8.0 Task 7 - Conduct Project Evaluation <br /> <br />Based on the total cost and expenditure schedule of the final proposed plan, <br />an evaluation will be made of the applicant's "ability to pay." A benefit/ <br />cost ratio will not be determined, but incidental secondary benefits to Fish & <br />Wi1d1 ife, flood control, or recreation will be noted. The value of new <br />municipal supplies will be the primary benefit of the expanded storage, and <br />compari sons I'/i 11 be made to other rates in the vi ci ni ty. Compari sons wi 11 <br />a1 so be made to other known water supply alternati ves such as the Stagecoach <br />Project. These evaluations will be documented in Chapter VII of the <br />feasibility report. <br /> <br />Since the existing E1khead Reservoir is O\1ned by two other entities, the <br />relationship of the City of Craig I'/ith the existing owners will be presented, <br />including the cost allocation of the expanded facility. Some funding for the <br />expanded reservoi r may be provi ded by the exi sti n9 owners, due to thei r <br />obligations for meeting the State Engineer's flood capacity requirements. <br /> <br />9.0 Task 8 - Outline Financial Program <br /> <br />The objective of this task is to summarize the financial components of the <br />project and demonstrate its financial feasibility. <br /> <br />-5- <br />
