Additional discussion of
the incremental damage assessment concept and criteria is
given in a subsequent section of this proposal.

Task 3 - Following completion of the hydrologic and
incremental damage assessment portions of the work, we will
prepare and evaluate alternative conceptual level designs of
spillway modification schemes. These conceptual level designs
will include cost estimates in order to rank the alternative
schemes and to select the preferred alternative for final
design. Following selection of the preferred alternative
modification scheme, we will complete more detailed feasibi-
lity level designs of the selected scheme as well as cost
estimates in order to prepare the necessary portions of the
Chapters IV and V of the CWCB feasibility report, as outlined
below in Task 5 of Phase I work.

If the results of the Phase I, Tasks 1 and 2 work
indicate that modifications to the existing spillway are not
required, this work task will not be completed and the costs
for the Phase I work will be reduced accordingly.

Task 4 - The results of the first three tasks of work
under this phase will define the scope of work, if any,
required to complete the final designs and construction docu-
ments for spillway modifications. Under this task, we will
complete an evaluation of the scope of work and estimated
costs for completing Phase II work and revise our estimates of
cost that may be associated with Phase III.

Task 5 - Prior to proceeding with final design efforts,
our experience indicates that a formal review of the Phase I
work by the SEO and the CWCB will be beneficial to identify
any important considerations, potential problems or revisions
which would affect the preparation of reports and the Phase II
work. Prior to preparation of the final feasibility report,
we will meet with the SEO to review the findings of our Tasks
1, 2, and 3 work to determine any problems or deficiencies and
to obtain a preliminary approval of the spillway modification
study and conceptual design of the spillway modifications.
Following the meeting with the SEO, we will meet with the CWCB
to review the findings of our engineering studies and to iden-
tify concerns and other special requirements to be addressed
in the CWCB feasibility report (subsequently referred to as
the draft report meeting). Following this meeting, we will
