Feasibility Study
Wadley Fanns ROA
January 06, 1996
8

Negative Factors
The high capital costs are not likely to be acceptable to the association membership.

The HOA would be subject to lawsuits from those homeowners who paid premiums
for their lots located adjacent to the reservoirs, These homeowners would now live
next to empty lakes that are sure to develop into nuisance conditions. Resolution of
this issue represents a major potential liability.

Connection to the water system would likely require annexation to Thornton. A
strong majority of the membership opposes annexation.

3 Rehabilitate existing system

Under this alternative, the existing dams, pumps, pump controls, and distribution
system would be rehabilitated to meet current needs. The goals of this alternative
would be to obtain additional storage, provide modern control system, and conserve
existing supplies through a reduction of system losses.

Positive Factors
Tllis is the most cost-effective solution.

A water supply system with more stable yields will be provided at a reasonable cost.

Colorado does not lose additional water storage.

Wadley Farms maintains control over its future water supplies.

Wildlife habitat is maintained.

Negative Factors
Dams must be maintained in perpetuity creating uncertain future costs.

Capital costs and debt must be incurred by the Wadley Farms BOA
