HISTORY <br /> <br /> <br />The Dolores Water Conservancy District (DWCD) was established in 1961 for the purpose <br /> <br /> <br />of contracting with the United States government for the construction, operation <br /> <br /> <br />and maintenance of the Dolores Project facilities. The district will be respons- <br /> <br /> <br />ible for operating and maintaining the dam and reservoir, the Dolores Tunnel and <br /> <br /> <br />the Dove Creek Canal. <br /> <br />In order to further benefit from the Dolores Project, the district has undertaken <br /> <br /> <br />this study to determine the feasibility of providing water treatment and transmission <br /> <br /> <br />facilities for serving the communities and rural areas within its boundaries. <br /> <br />B. LAWS UNDER WHICH THE DISTRICT WAS ORGANIZED: <br />POWERS AND AUTHORITY OF THE DISTRICT <br />The Dolores Water Conservancy District was organized under <br />Section 37, Article 45, of the Colorado Revised Statutes. <br />and may be cited as the "Water Conservancy Act". <br /> <br />the provisions of <br />This article is known <br /> <br />By declaration of the Colorado Legislature, The Water Conservancy District should <br /> <br /> <br />provide for the conservation of the water resources of the State of Colorado and <br /> <br /> <br />for the greatest beneficial use of water within the State. The policy of the <br /> <br /> <br />State of Colorado is declared to be: "To control, make use of and apply to bene- <br /> <br /> <br />ficial use all unappropriated waters originating in this State to a di~ect and <br /> <br /> <br />supplemental use of such waters for domestic, manufacturing, irrigation, power <br /> <br /> <br />and other beneficial uses". <br /> <br />Powers and authorities are granted to the district by the Act in order that the <br /> <br /> <br />water conservation goals of the Act might be accomplished within the declared <br /> <br /> <br />policy.
