The authority to vest title to a portion of the proposed project in the <br /> <br /> <br />Colorado Water Conservation Board to secure the anticipated advanced funds. <br /> <br />A copy of the decree establishing the Dolores Water Conservancy District is in- <br />cluded in the Appendix as Exhibit A-l, <br /> <br />C. FINANCIAL STATUS <br />The budgets adopted for 1979 and 1980 are given in Table A-4 of the Appendix. <br />Included in the Appendix as Exhibit A-2 is the Audit Report for 1978. <br /> <br />D. PHYSICAL ASSETS <br /> <br /> <br />The Dolores Water Conservancy District is not currently providing any water treat- <br /> <br /> <br />ment or transmission services, nor is it, as yet, managing any Dolores Project <br /> <br />facilities. Therefore, the present physical assets are limited to the general <br /> <br /> <br />office equipment which is valued at approximately $12,000. The district, of <br /> <br /> <br />course, will ultimately be responsible for operating the water treatment and <br /> <br /> <br />transmission systems proposed in this report, as well as the dam, tunnel, canals <br /> <br /> <br />and equipment associated with the Dolores Project. In the future, after the Bureau <br /> <br /> <br />of Reclamation has fulfilled its obligations in the area, the district will have <br /> <br /> <br />a considerable interest in the Dolores River Project office building which is <br /> <br /> <br />currently under construction. <br /> <br />Under the provisions of a contract between the Dolores Water Conservancy District <br /> <br /> <br />and the Bureau of Reclamation, the district will obtain sufficient water rights for <br /> <br /> <br />the supplemental municipal and industrial supplies requested. The district will be <br /> <br /> <br />responsible for providing payment covering the delivery costs and operation and <br /> <br /> <br />maintenance costs associated with both project and non-project water. The re- <br /> <br /> <br />payment obligation is to be in effect a period of fifty years or less. Estimated <br /> <br /> <br />amounts of disbursement are contingent upon the actual cost of the facilities. <br /> <br />The assessed valuation for 1980 of the parts of Dolores and Montezuma Counties <br />contained within the district is $37,911,086. <br /> <br />-11- <br />
