RECOMMENDATIONS <br /> <br /> <br />To insure an adequate supply of potable water for the people of the Dolores Water <br /> <br /> <br />Conservancy District at the lowest possible cost during the two decades from 1984 <br /> <br /> <br />to 2004, the district should undertake development of a central water treatment <br /> <br /> <br />plant at the Rim Site along with integration and expansion of the Dove Creek plant. <br /> <br /> <br />Also, a transmission system should be installed to supply the various entities and <br /> <br /> <br />rural areas with water from these facilities. <br /> <br />Three primary elements are essential to the successful development of the project: <br /> <br /> <br />1. A large central system requires the participation and cooperation of most of <br /> <br /> <br />the entities within the district. Information contained in this report must <br /> <br /> <br />be disseminated, discussed and verified to the satisfaction and agreement of <br /> <br /> <br />all participants. The benefits and advantages must be evaluated on an indi- <br /> <br /> <br />vidual basis, specifically to address and compare the service charges which <br /> <br /> <br />will result should the various entities undertake separate capital improve- <br /> <br /> <br />ments programs. <br /> <br /> <br />2. Funding for the project must be pursued at the earliest date possible to <br /> <br /> <br />insure the availability of monies for design and construction. <br /> <br /> <br />3. Timing is critical in coordinating the fund raising, and design and construc- <br /> <br /> <br />tion of the district facilities. A schedule should be developed as soon as <br /> <br /> <br />possible based on the best estimate of when water service will be available <br /> <br /> <br />from the Dolores Project. At least 12 to 18 months should be set aside to <br /> <br /> <br />obtain commitments for state and federal funds. Design of the treatment and <br /> <br /> <br />transmission facilities will require 10 to 12 months if a normally efficient <br /> <br /> <br />schedule is to be followed. An allowance of 18 to 20 months should be made <br /> <br /> <br />for the construction phase of the project. <br /> <br />A substantial effort on the part of the district board of directors will be necessary <br /> <br /> <br />if this proposed program is to arrive at a successful conclusion. The benefits to <br /> <br /> <br />be derived by all the people of the district for the next several generations will <br /> <br /> <br />certainly justify an exceptional dedication of effort. <br /> <br />-5- <br />
