I

I

I

Bonded indebtedness for the various service ent it ies is diU icul t to establish, as

the information is either not available, or audits are currently being completed.

However, the following information has been generated:

I

I

Entity
Dove Creek

Approx.
Bonded Debt
~----

I

Cortez

$ 640,000
650,000
Not Avail.
2,133,163
144,000

Towaoc
Montezuma Water Co.

I

Dolores
Montezuma Water Dist. No. 1**
Total

Not Avail.
$3,567,163

I

I

Based on the foregoing and the recent financial assistance obtained for "Project

Seven," it was determined that Farmers Home Administration (FmHA) would be the

most probable source of federal funds. Initial contacts have been made with

FmHA by the Colorado Water Conservation Board and the Department of Local Affairs.

Loan applications will be submitted upon completion and acceptance of this report

by the Dolores Water Conservancy District Board and the Colorado Water Conservation

Board. Interim commercial financing will be used during construction, and federal

funds made available when the project is completed.

I

I

I

I

B. <XlNCLUSIONS

The economies of scale to be realized in building a large centralized treatment

facility rather than a series of small individual plants are signigicant from the

standpoints of reduced capital construction costs and more efficient and economical

management, operation and maintenance of the facilities. Based on the population

projections utilized for this study, it will be necessary to provide greatly in-

creased treatment and transmission capabilities if the people in the Dolores Water

Conservancy District are to have sufficient quantities of domestic water available.

Further, according to the financial studies conducted in this report, it is economi-

cally feasible to construct and operate the proposed water treatment and transmission

systems at an average cost in today's dollars of $0.52 per thousand gallons.

I
I I

I

I

I

**Bonds will be retired in 1981.

I

-4-
