Chapter IV needs to includ~ a statement on the "Safe Yield" <br />of the company's water rights and an analysis of the <br />reservoir operation. <br /> <br />On'page 12: state which embankment designs had stability <br />analyses and show the results of such analyses. <br /> <br />On page 15: we feel the inflation factor for 1986 <br />construction should only be 10-15% instead of the 20% shown. <br /> <br />Explain why the new 42" outlet cost was used in all of the <br />cost estimates in lieu of the "Repair Existing Outlet" cost. <br /> <br />In Chapter VIII: you need to justify your assumptions of <br />future storage restrictions on the reservoir storage and on <br />the $1850.00 value per acre foot of storage. The cost <br />benefit shown could change dramatically if your assumptions <br />cannot be justified. Also, 'in the last paragraph on page 24 <br />explain how these costs relate to cost per acre foot of <br />water. <br /> <br />717 <br />jk/ml <br />
