Dear Ms. Malcolm:

We have reviewed the preliminary draft of the subject report
and offer the following comments:

On page 6: expand the land classification section to include
the general Soil Conservat:lon Service land classes.

2. Chapter IV needs to includ~ a statement on the "Safe Yield"
of the company's water rights and an analysis of the
reservoir operation.

On'page 12: state which embankment designs had stability
analyses and show the results of such analyses.

On page 15: we feel the inflation factor for 1986
construction should only be 10-15% instead of the 20% shown.

Explain why the new 42" outlet cost was used in all of the
cost estimates in lieu of the "Repair Existing Outlet" cost.

In Chapter VIII: you need to justify your assumptions of
future storage restrictions on the reservoir storage and on
the $1850.00 value per acre foot of storage. The cost
benefit shown could change dramatically if your assumptions
cannot be justified. Also, 'in the last paragraph on page 24
explain how these costs relate to cost per acre foot of
water.
