We <br />should not proceed with advice on this water project, where <br />we are working with both the Town and North Poudre without <br />your approval. As I have mentioned before, it would be my <br />intention from the Town's point of view, to have independent <br />counsel revi~w any agreement before the Town was obligated. <br /> <br />This letter is to bring you up to date on my <br />thoughts with regard to the efforts to improve the domestic <br />water service for the Town of Wellington. <br /> <br />You will have a general response from The North <br />Poudre Irrigation Company commenting on the proposal for <br />domestic raw water service submitted through Mr. Taranto. <br />Harlan Seaworth of North Poudre will be at your June l5, <br />1982, meeting to answer questions from North Poudre's point <br />of view. <br /> <br />In my op~n~on, the Town can exchange North Poudre <br />stock in return for a perpetual agreement to deliver water. <br />Some important items to consider are: <br /> <br />l. The Town would be receiving a commitment to <br />get a certain number of acre feet per share which would <br />approximate the amount of water it would receive per share <br />if it remained as a stockholo~r. <br /> <br />2. The Town would be able to take delivery <br />throughout the year to supply its water needs. A North <br />Poudre stockholder is allowed to take delivery only during <br />the irrigation season, which is from approximately April 15 <br />to October 15. A stockholder doesn't have any assurance of <br />a specified amount of water. Some years a stockholder would <br />get more water and some years less water. Also, a stock- <br />holder doesn't have a way to get water for domestic use <br />except through Horsetooth Reservoir. <br /> <br />. <br />~ <br />
