The Town doesn't have to construct a reser- <br />voir to hold water rights. This is somethiny the Town would <br />need to do if it de~ided to own North Poudre stock and store <br />water for year-round use. <br /> <br />4. The Town owns 53 shares of North poudre stock. <br />As part of the proposed exchange, the Town is 'getting bene- <br />fit of taking 275 acre feet at a cost similar to actual <br />ownership of the stock. The principal difference is the charge <br />set by the Northern Colorado Water Conservancy District for . <br />delivery of domestic water, currently $6.25 an acre foot. <br />. <br /> <br />The point is in a fair exchange you are trans- <br />ferring the rights of ownership in stock for another right <br />a perpetual contractual right to receive water. You must <br />then decide if you believe the exchange is fair and one you <br />are willing to make. <br /> <br />If you believe you wish to proceed with North <br />Poudre, then ~ think you must next be satisfied as to the <br />quality of wa~er you would be able to receive from North <br />Poudre Reservoir No.3. This seems to me to fall in the <br />area of the responsibility of the engineers to see that any <br />necessary quality tests have been obtained and explain the <br />results to you and you would want to know about the hardness <br />or softness of this water, compared to that available from <br />the Town wells and which would be available under an agree- <br />ment with ELCO. <br /> <br />You must decide the best way to finance any im- <br />provements. <br /> <br />If you choose to use a private company, then we <br />would need to know if there is a company willing to build <br />this water filter plant for the potential tax benefits to <br />that company. If so, we would need to find out the require- <br />ments that that company imposes to know that you would be <br />willing to accept them and that they would be compatible <br />with the general principals being worked upon between your- <br />selves and North Poudre. <br /> <br />If progress is made, and your judgment is that <br />Wellington should build and operate its own filter plant, <br />then I think we should see if there will be support for <br />this method from the Colorado Water Conservation Board and <br />the Farmers' Home Administration. In my opinion, in all <br />these steps a representative or representatives of the Board <br />of Trustees, the Town Administrator, the engineers, the Town <br />attorneys and a representative of North Poudre should be <br />involved so we have a coordinated effort with all of us <br />knowing what is going on and what must be done to make this <br />project work.
