e BACKGROUND

At the November 4, 1994 meeting, the Board recommended conditional approval for a
$400,000 loan at 4,0 percent for 30 years for the construction of a raw water irrigation system
by the Town of Silt. The conditions of final Board approval are:

a, Completion of a feasibility study and a determination that the project is feasible,

b. Staff evaluation of the Town's financial condition and ability to pay and,

c. That the Town is unable to obtain project financing through the Colorado Water
Resources and Power Development Authority,

PROJECT DESCRIPTION

As reported to the Board last November, the Town is proposing to construct a delivery system
to each water user in the Town to allow the use of raw (non-potable) water for outside lawn
and garden irrigation as an alternative to expanding the Town's existing water treatment plant.
The water treatment plant is reportedly operating at capacity in the summer months at the
present time. Water from existing irrigation ditches is the proposed source of supply,
