''!- .

.

.

.

.

.'

the RWIS is far more cost effective than expansion ofthe existing water supply system.

The Town's current financial position with respect to total indebtedness is strong and is
expected to remain strong after new debt is added for the proposed project. The total cost of
water to individual customers who participate in the RWIS is not expected to increase.

The Town has established an irrigation enterprise fund for the RWIS and held an election in
November 1992 to obtain voter approval for acquiring new debt for the project. In addition,
a one percent increase in the Town's use tax to be applied to the project has also been
approved by the voters. Thirty-year revenue and expenditure projections for the project
indicate that total revenues will exceed costs over the period of CWCB debt retirement.

In summary, the proposed project appears to be technically, economically and financially
feasible. I recommend your approval and that we proceed with the contract for design and
construction.

Enclosures

cc: Peter Evans
Bill Stanton
Mike Serlet
Jan IlIian
Linda Bassi, AG's Office
Jim Yale, Town of Silt

w:\wctnms\siltmem
WEGflmlscm

-5-
