<br />, <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />" <br /> <br />I <br /> <br />I <br /> <br />Project components include three pumping stations, two concrete reservoirs and an <br />underground distribution system of PVC pipe with individual service connections to all <br />existing residences, The total estimated project cost for engineering and construction is <br />$520~~, <br /> <br />DISCUSSION <br /> <br />A feasibility study by the Town's consultant, Jerome Gamba & Associates of Glenwood <br />Springs, was submitted on June 26th, The staff has reviewed the feasibility study and <br />responded to the Town and the consultant with written comments and questions on July 7th, <br />The consultant's written response was submitted to the staff on July 14th, <br /> <br />Due to the very recent submittal dates of the feasibility study and the consultant's response to <br />our comments and questions, the staff is unable at this time to formulate a recommendation <br />to the Board, A number of questions remain with regard to historic water demands, the <br />relationship between the project and the existing system, project configuration, residential <br />irrigation demand projections, project water requirements now and in the future, water rights <br />yields and sufficiency, and the comparison of costs with and without the project. <br /> <br />The project itself, however, represents an innovative response to the need for additional water <br />supplies in an area that is experiencing significant growth, The financial analyses completed <br />to date appear to be favorable and it is expected that a comparison of total system costs with <br />and without the project will demonstrate a high degree of economic feasibility, <br /> <br />The Town has received construction bids for the project and has selected a contractor. The <br />first phase of construction is currently underway financed by a $175,000 grant from the <br />Department of Local Affairs, <br /> <br />CONCLUSION <br /> <br />To meet conditions a, and b, listed above, the staff will continue to work with the Town and <br />the consultant in an attempt to bring the feasibility process to a successful conclusion in the <br />next few weeks, In the meantime, a draft contract between the Board and the Town will be <br />processed and ready for signature by both parties at the completion of the feasibility study, <br />Regarding condition c" we have received a letter from the Water & Power Authority (copy <br />attached) stating the Authority would be unable to finance the project. <br /> <br />The staff will communicate the results of the feasibility study to the Board, by memorandum, <br />immediately upon completion and reauest thp R"~rci' s final approval to enter into a contract at <br />that time, ~ <br />-- <br /> <br />cc: <br /> <br />Jim Yale, Town of Silt <br />Bob Pennington, Jerome Gamba & Assoc, <br /> <br />~~~~ <br /> <br />W:\BOARDMEM\JUL Y95\23B.JUL <br />
