Perform operation studies of the system to provide the most <br />efficient and economic means of. supplying the demands of the water <br />users utilizing the system. <br /> <br />5. Prepare a brief discussion of environmental considerations <br /> <br /> <br />attendant to the project. These would most affect the proposed <br /> <br /> <br />collection and transport system for additional supplies from Black <br /> <br /> <br />Mesa drainage areas identified in 1. above. <br /> <br />6. Prepare cost estimates of the project structures to a level of <br />:!:. 20 percent. <br /> <br />7. Compute the value of benefits to be derived from the project. <br /> <br />8. Prepare economic and financial analyses of the project. These <br /> <br /> <br />would include the repayment capacity of the water users to repay <br /> <br /> <br />the investment costs over a reasonable payout period. " <br /> <br />9. Prepare a report that summarizes all aspects of the project to <br /> <br /> <br />a level such that the report can be utilized to secure funding for <br /> <br /> <br />final design and construction of thE: project. This would apply <br /> <br />particularly to what the' Fruitland Mesa Conservancy District <br /> <br /> <br />considers to be Phase I, namely, the enlargement of the storage <br /> <br />facilities. <br /> <br />The necessary time constraint as 'required by the Colorado Water <br />Conservation Board (CWCB) for the study period will impose restrictions <br />on completing a full feasibility investigation of all facilities of the <br />project as envisioned in the Conservancy District's application to CWCB. <br />These facilities include the proposed Black Mesa Collection Conduit (for <br />which a reconnaissance investigation will be completed) and the exten- <br />sion of the Fruitland Mesa Ditch to supply.water to the Upper Fruitland <br />Area above Gould Reservoir. The Conservancy District has agreed that at <br />present the upper area probably cannot be considered for lack of low <br />cost water supplies. <br /> <br />-2- <br />
