<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTION TIIREE <br />STVDY AREA <br /> <br />DESCRIPTION <br />The service area lies in Weld, Morgan and Washington Counties, however, customers are <br />located mostly in Morgan and Washington Counties. Included in the service area boundary are <br />the Towns of Orchard, Goodrich, Weldona, Snyder, Hillrose, Wiggins, Brush and Fort <br />, Morgan, however, Brush and Fort Morgan are excluded from the District. <br /> <br />The District is traversed by the South Platte River, Interstate Highway 76, the Bur1ington <br />Northern Railroad, and the Union Pacific Ritilroad, for which the tracks have recently been <br />removed. All are shown on Exhibit Number One along with the Service area boundary. <br /> <br />The service area consists primarily of rural agricultura1lands. Customers are predominately <br />rural in nature, however, there are some usefS of a more W"ban type on the peripheries of Fort <br />Morgan and Brush. There are also a few commercial and industrial users such as restaurants, <br />car washes, laundromats, Excel Corporation and Leprino Foods. <br /> <br />Employment in the service area, or of service area residents, is limited to mostly agricultural or <br />agriculture related jobs. <br /> <br />INCOME <br />Family incomes are low as compared to Colorado averages. Attempts have been made in the <br />past to obtain average household incomes from the Fort Morgan Chamber of Commerce, <br />Morgan County, and the Fanners Home Adsninistration. The Chamber of Commerce had no <br />data on rural areas. The County information was unreliable because it includes numerous <br />Cities and Towns. The Fanners Home information appears reliable because it applies to the <br />rural areas only, which are fairly comparable to the District as a whole. <br /> <br />The Fanners Home Administration information was furnished by Mr. Leroy Cruz, Chief, <br />Community and Business Programs. Mr. Cruz advised on October 11, 1994 that the average <br />Household income for the District was approximately $23,000 annua1ly. <br /> <br />3 <br />
