~

~

PROPOSED PROJECT

~

Using joint funding by the Colorado Water Conservation
Board and the Town of Starkville, an engineering report on the
municipal water system problems was undertaken and prepared by
Donald Sutherland Associates, Inc., an Engineering firm in Denver,
Colorado. The consultants have considered several alternates
to include both interim and long-term solutions to the town's
water system problems.

~

~

~

The first phase consists of three needed items:

~

1)

Construct a treatment facility to remove turbidity and
chlorinate the water.

...

I
I
I
I
I
I
I
I
I
I
I
I

2) Modify the springs and capture system on Clear Creek to
provide water.

3) Provide earth coverage on about 2000 feet of line to avoid
freezing.

The second phase consists of items:

1) Install a new six (6) C.I.P distribution line to assist in
fire protection;

2) Install new meters throughout the town:

3) Provide added potable storage by moving the storage tank
in the center of town to a higher elevation:

4) Provide added raw storage by building a small dam in the
Clear Creek drainage basin. This item would require ap-
provals of the Colorado Division of Dams and the land
owners, Colorado Fuel and Iron company. In lieu of a dam,
build another potable ground level storage tank.

phase one costs are estimated at:
Phase two costs are estimated at:
Total:

$207,878.00
$673,338.00
$881,216.00

3
