<br />.. <br /> <br />~, <br /> <br />Page 3 <br /> <br />In December 1976, the Town applied for a HOD, <br />community discretionary grant to upgrade their system. <br />The town lost out on this GRANT by one (1) point for <br />funding. In July 1977, the town submitted an EDA application <br />for assistance but again did not rate high enough for the <br />Grant. <br /> <br />Following the latest tU~n down, they entered into <br /> <br />agreement for a feasibility study in conjunction with <br /> <br />Colorado Water Conservation ~oard in September 197~ and a <br />report was prepared for rehabilitation of the springs. <br /> <br />PROPOSED PROJECT <br /> <br />Using joint funding by the Colorado Water Conservation <br /> <br />Board and the Town of Starkvtlle, an engineering report on <br />the municipal water system p~oblems was undertaken and <br /> <br />prepared by Donald Sutherland Associates, Inc., an Engineering <br />firm in Denver, Colorado. The consultants have considered <br /> <br />several alternates to includ~ both interim and long-term <br />solutions to the town's wate~ system problems using the springs. <br />Th~ first phase consists of three needed items: <br /> <br />1) Construct a treatment facility to remove turbidity <br /> <br />and chlorinate the wate~. <br /> <br />2) Modify the springs and capture system on Clear <br /> <br />Cr~ek to provide water. <br /> <br />3) Provide earth coverage on about 2000 feet of line <br /> <br />to avoid freezing. <br /> <br />3 <br />
