"

.

i

Reservoir Number 2, undesirable equatic life in Enochs Lake, and
the slump in the dam of Reservoir Number 1. An assessment of
potential problems in maintaining or improving the existing system
through the Colorado National Monument will be provided.

A second alternative to be studied includes acquisition of suffi-
cient water rights in the Colorado River, diverting this water to
a treatment facility, and then providing for delivery to the dis-
tribution system. Of particular concern in this alternative is
the availability and reliability of water rights. The problems
associated with treating Colorado River water will be analyzed
with emphasis on both the capitol and operating costs required
to produce an acceptable domestic water system.

The third alternative that will be investigated is for Fruita to
purchase treated water from the Ute Water District. Particular
emphasis in this alternative would be the long term availability
and costs of the water to the Town. This investigation would
include an assessment of the need for additional storage and the
water qual ity.

An evaluation will be conducted of potential groundwater sources
as the fourth alternative. This portion of the study will be
limited to evaluating existing data. No test holes will be dug
or drilled as part of this contract. If initial investigations
indicate poor quality or unreliable quantity information, no
additional effort will be expended on this alternative.

The distribution system from the treatment plant to the consumers
will be described in terms of its general condition and capability.
Recommendations for upgrading the system to provide for adequate
pressures and flow rates to the existing Town and projected growth
areas will be presented in this section. The treated water storage
requirements will also be established based on the source of the
treated water. Evaluation of existing and future conditions will
be described in terms of required fire protection flow.

A general study of such factors as geology, soil conditions, water
tables, and other factors that will affect construction conditions
and costs will be conducted.
Project Engineer 126 Hrs.
Drafting 40 Hrs.
Secretary 24 Hrs.

Section VI Cost Estimates: This section will contain a detailed preliminary
estimate of construction costs for each alternative. The projected
operating and maintenance costs of each alternative will also be
prepared and a projected total water cost per thousand gallons will
be estimated. An emergency operating fund requirement will be
developed in conjunction with input from the Colorado Water
Conservation Board.
Project Engineer 40 Hrs.
Secretary 8 Hrs.
