<br />I 0 <br />, <br /><, <br />, <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br /> <br />. <br /> <br />. <br /> <br />2.0 PLAN OF STUDY <br /> <br />The Phase II study will refine the findings of the Phase I study by taking <br />into consideration the effect of operational constraints of the City's and <br />the CBT's systems, the management policies of the Northern Colorado Yater <br />Conservancy District (NCYCD) and Colorado Yater Law. <br /> <br />Alternatives will be comprised of one or more "Plan Elements"; a Plan <br />Element is a unique, specific action that the City may take to reduce <br />or eliminate projected water supply deficits. Purchase of additional CBT <br />units, for example, would be a Plan Element. The range of Plan Elements to <br />be considered in Phase II is described in Section 2.2. Any Plan Element <br />which can eliminate the deficit under the Design Condition will also be <br />considered as a "single-element" alternative. <br /> <br />Public participation in the Phase II study will be encouraged and is <br />provided for in two fashions: 1) a Citizens Forum which will meet monthly <br />to receive and discuss study progress reports, and 2) a public hearing at <br />which the Interim Report will be presented. The Citizens Forum will be set <br />up by the City and will be composed of interested citizens and/or local <br />groups. The Citizens Forum will meet with the City and COM prior to <br />monthly Yater Board meetings. At the Citizens Forum meeting, the group <br />will be updated on the progress and results of the study and will be <br />allowed to comment upon and discuss the study's findings to date. Changes <br />or additions to the Plan of Study as a result of the Forum's input will be <br />considered as additional work. <br /> <br />The Phase II study will be completed in 6 steps as follows: <br /> <br />1. Evaluation of CBT System Constraints (i.e., operational <br />constraints affecting the use of the Dille Tunnel and Charles <br />Hansen Feeder Canal) with respect to the City'S total water supply <br />deficit or surplus. <br /> <br />2.
