<br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />" <br /> <br />. <br /> <br />. <br /> <br />2.4 EVALUATION OF ALTERNATIVES <br /> <br />The three multi-element alternatives based on the drought mitigation <br />strategies defined during the formulation of alternatives will be evaluated <br />according to yield, cost, and social and environmental impacts. <br /> <br />Selected alternatives must first satisfy the yield criteria in that the net <br />yield must be sufficient to eliminate the 100-year deficit under the Design <br />Condition. During the evaluation process, the optimal levels of <br />implementation of the Plan Elements which comprise each multi-element <br />alternative will be determined. For instance, if one alternative under <br />examination includes increasing Loveland's storage capacity, purchasing <br />additional CBT units, and purchasing additional existing direct-flow rights <br />on the Big Thompson River, then a number of combinations of capacity, CBT <br />units, and direct-flow rights are possible that will result in eliminating <br />the deficit. Various combinations of these Plan Elements will be evaluated <br />to identify the optimal combination with respect to cost and potential <br />impacts. Costs to be considered in the evaluation are: <br /> <br />1. Acquisitional costs: <br />the costs related to <br />road relocation that <br />not directly related <br /> <br />The cost of acquIrIng additional water and/or <br />site dev~lopment such as land acquisition and <br />are required for project implementation but <br />to the actual implementation. <br /> <br />2. Design, construction, and engineering costs: The costs of <br />feasibility studies, prelimin~ry design studies, final design <br />engineering, environmental impact statements, environmental <br />assessments, and construction, <br /> <br />3. Operational costs: The costs of annual operation, repair and <br />replacement. <br /> <br />Impacts to be considered are: <br /> <br />1. Social impacts: The impacts of development of each alternative on <br />the community including changes in land use and changes in ingress <br />and egress that could be caused by implementation of an <br />alternative. <br /> <br />2-6 <br />
