The relative importance of the social issues will be determined <br />by City staff, the Loveland Vater Board, and City Council. <br /> <br />2.3 FORMULATION OF ALTERNATIVES <br /> <br />It is our intent throughout the Phase II study to identify and analyze <br />various Plan Elements (see 2.2) and to use only those Plan Elements as a <br />base for the formulation of multi-element alternatives. The results of the <br />Plan Element evaluations will provide an assessment of the yield, cost, and <br />potential social/environmental impacts for each individual element. CDM <br />will review these results to develop a set of three (3) preliminary <br />multi-element alternatives. These preliminary alternatives and the results <br />of the Plan Element evaluations will be discussed in a joint meeting with <br />City, State, and CDM staff to formulate the 3 multi-element alternatives to <br />be evaluated in Tasks 8 through 10. <br /> <br />Examples of multi-element alternatives might correspond to the following: <br /> <br />1. Minimum Storage - In this alternative, the potential expansion or <br />construction of storage facilities would be limited in size to <br />that necessary to provide protection against a disruption in the <br />CBT delivery system and to provide an operational pool to insure <br />full utilization of CBT water. <br /> <br />2. Maximize Use of Big Thompson Vater Rights and Vindy Gap Vater - In <br />this alternative, reservoir expansion and/or construction would be <br />sized to (1) allow storage of all city-owned ditch water during <br />those periods when the availability of such water exceeded demand, <br />and (2) to maximize the yield from the City's ownership in Vindy <br />Gap. <br /> <br />3. Minimum Social/Environmental Impacts - An alternative would be <br />formulated to minimize land acquisition, road relocation, and <br />social/environmental impacts. <br /> <br />These alternatives are presented as examples only; the three alternatives <br />to be evaluated in this study will be formulated in the meeting discussed <br />above. <br /> <br />2-5 <br />
