<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />/ <br /> <br />Population growth of 2.5 % per year is the middle growth projection range that was <br />used in Johnstown's Master Plan Update, Water System Improvements (RBD 1984). <br />The growth projection had its genesis in the Town's EPA 201 Facilities Plan Study. <br />Although the method of determining the 2.5 % per year growth rate was not carried <br />forward to the RBD study, the projection appears reasonable. The growth rate <br />between 1980 and 1996 is 1.08% annually. The EPA 201 Facilities Planning Study <br />growth projection data presented in the RBD report also included a low and a high <br />projection. The 201 plan low growth rate, prepared originally by the Larimer-Weld <br />Regional Council of Governments in the 1978 Area Wide Water Quality Management <br />Plan, was 1.33% annually. The :ZOI plan high growth rate, origiruUly prepared for <br />the Proposed Northern Colorado Domestic Water Authority in the 1978 System <br />Feasibility Study, was 5.5% annually. <br /> <br />Comment 3. Since average day or average annual demands, as well as population figures are not <br /> <br /> <br />given, it's difficult to assess the Cllrrent rate of water use but it appears to be on the <br /> <br /> <br />high side. There is also no indication as to whether the Town is metered. Some <br /> <br /> <br />consideration of water conservation may be indicated if, in fact the gallon per capita <br /> <br /> <br />per day water demands are as high as they appear to be based on the information at <br /> <br /> <br />hand. <br /> <br />Response: Johnstown is metered. Johnstown certainly appreciates the concern for conservation <br /> <br /> <br />and will seek to implement appropriate conservation measures as these opportunities <br /> <br /> <br />are unveiled. Please keep in mind that the majority of per capita usage occurs in the <br /> <br /> <br />summer months when lawns are being irrigated. The genesis of this project, <br /> <br /> <br />however, is due to water delivery problems that occur in the winter, water yield loss <br /> <br /> <br />that occurs as a result of delivery of water in an open ditch, and water quality <br /> <br /> <br />problems that occur as a result of the transport of water through agricultural areas in <br /> <br /> <br />an open ditch. Treated water conservation measures will not address these problems. <br /> <br />Comment 4: No information is provided regarding the water rights to be used for the project or the <br />firm yields for those water rights. Water rights firm yields should be compared with <br />o:isting and projected water demands in acre-feet ver year for the life of the project. <br /> <br />6 <br />
