To overcome this deficiency, Jolmstown has entered into <br />an agreement where Johnstown will "loan" an unused portion of Jolmstown <br />irrigation rights in return for "stored water" in Lone Tree Reservoir. Water is <br />stored at Lone Tree Reservoir because Jolmstown Reservoir has insufficient <br />capacity to sustain town needs during the winter. This agreement allows <br />Jolmstown to have a winter water supply but places it in a less than convenient <br />storage facility. During tile non-irrigation season, Jolmstown Reservoir <br />usually requires two replenishments, replenishments that are satisfied by <br />special "runs" via the Home Supply Ditch from Lone Tree Reservoir (RED <br />1984). <br /> <br />c) Figure 2 shows the Town of Jolmstown service area as of August 19, 1996. <br /> <br />d) The 1996 estimated population is 1900. <br /> <br />e) The 1996 estimated number of customers is 791. <br /> <br />The demand projections used in the report are based entirely on peak demands and do <br /> <br /> <br />not provide average day or peaking factors used in the analysis for maximum day or <br /> <br /> <br />max hour. Annual demands in acrejeet are not given. Population growth is based <br /> <br /> <br />on a growth rate obtained from a previous report with no explanation as to how the <br /> <br /> <br />rate was derived. <br /> <br />Demand projections were provided in 1984 for average day; peaking factors for <br />maximum day and maximum hour. Average water use between 1979 and 1983 was <br />calculated as 203 gallons per capita per day (gpcd). A factor of 3.5 was used to <br />determine max day. Another factOr of 2.0 was used to determine peak hour. These <br />numbers are exclusive of Golden fechnologies demand (RED 1984). <br /> <br />Annual Jolmstown water demand, excluding Golden Technologies, is given in Table 2 <br />of the report titled Town of Jolmstown Water Rights Transfer Report (CDM 1991). <br />This table presents an analysis of water records, excluding Golden Technologies, for <br />the years 1985 through 1989. Average annual use is shown as 150.553 million <br />gallons. This converts to 462 acre feet per year. Average annual use by Golden <br />Technologies is 943 acre feet per year (Jolmstown 1996). Total average use is 1405 <br />acre feet per year. <br /> <br />4 <br />
