According to information provided in the CDM
report, Jolmstown owns 1.96 % of the Big Thompson Ditch, 6.8% of the Big
Thompson Ditch and Manufacturing Company (BTDMC), and 6.25 shares (3%) of
the Consolidated Home Supply Ditch. Jolmstown also owns an allotment of 615 acre-
feet of Colorado Big Thompson Project (CBT) Water. The decreed point of diversion
for all of the water rights listed above has been the headgate of the Home Supply
Ditch since 1928. Minimum and maximum annual yields for the above rights owned
by Jolmstown are summarized in the RBD report and repeated below.

Jolmstown Jolmstown
Water Rights Water Rights
Source Minimum Annual Yield Maximum Annual Yield
Big Thompson Ditch 562 AF 675 AF
BTDMC 397 AF 1986 AF
Home Supply Ditch 19 AF' 119 AF'
CBT 369 AF 615 AF
Total 1347 AF 3395 AF

, Values developed from data contained in the COM report (CDM 1991)

Jolmstown also requires that 3.0 acre-feet of water per acre of land be deeded to the
town for every acre that is annexed (RBD 1984). 1347 AF of supply compares
favorably with the average annual demand of 1405 AF per year referred to in the
response to comment 2.

Comment 5. The water rights question raises an additional issue with regard to alternatives. The

alternatives presented in the report are for alternative pipelines and pumping stations

to bring water from Lonetree Reservoir to Johnstown. No alternative sources of water

were apparently considered. Was this because the Town already owns water rights or

shares in the Consolidated Home Supply Ditch and Reservoir Company System?

7
