Addition of supplemental riprap for erosion control <br />on the upstream embankment. <br /> <br />3. Deepening of the SPillway channel near its inlet. <br /> <br />4. Removal of an abandoned outlet works and possible <br />complete -replacement of the main outlet works. <br /> <br />Total cost of all future work is estimated to be <br />$186,900, which includes construction and engineering. <br /> <br />A portion of the work required by the State Engineer has <br />been completed by the Lloyd Ranch Limited Partnership. A <br />contractor was hired to excavate drainage channels below the <br />embankment as a seepage monitoring step for future <br />information and a Parshall flume was installed below one <br />outlet. A Final Design with Plans and Specifications for the <br />Rapid Creek outlet works was prepared by Gamba and Associates <br />of Glenwood Springs and has been approved by the State <br />Engineer. A topographic map was prepared for the reservoirs. <br />The Lloyd Ranch Limited Partnership has expended about <br />$15,900 for this work. <br /> <br />The total cost of the work on the project (both future <br />and previous costs) is estimated to be $202,800. The Lloyd <br />Ranch Limited Partnership will pay 50% or $101.400 of this <br />total through a private fund source. The remaining 50% of <br />costs would be supplied by a low-interest loan from the <br />Colorado Water Conservation Board in the amount of <br />$101,400. A summary of the annual costs to be assumed by <br />Lloyd Ranch Limited Partnership are as follows: <br /> <br />Repayment of CWCB Loan (40 yr.)................. $ 5,910 <br />Repayment of Private Loan (20 yr.)..............$13,580 <br />Operation, Maintenance and Replacement Budget....$ 1,000 <br />Emergency Fund... . . . . . . . . . . . . . . . . . . . . . . . . . . . . .. $ 300 <br /> <br />Completion of the project will have two benefits. It <br />will assure that irrigators will be able to continue existing <br />agricultural practices. The Rapid Creek Reservoir water is <br />particularly valuable to the Lloyd Ranch since it can be <br />reserved for use in late summer and fall when other sources <br />of water shut down. The repair of the reservoirs will also <br />assure that the Rapid Creek Reservoirs can maintain average <br />'consumptive use' yield of 500 AF/Yr. Assuming a value of <br />$1500 per acre foot, the water has a total value of $750,000. <br />The reduction in storage cOQld reduce this value by 27% (137 <br />AF), or bout $205,500. <br /> <br />The project is cost~effective and feasible. State <br />assistance will be required. <br />
