I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

CHAPTER 1

GENERAL INFORMATION AND BACKGROUND

A. INTRODUCTION

Pur Dose and scope.

This report outlines results of an engineering study to
determine the technical and economic feasibility of
rehabilitation work on Rapid Creek Reservoirs #1 and #2,
which are located on the Lands End section of Grand Mesa, in
Mesa County, Colorado. The reservoirs and the land on which
they are situated are part of the Lloyd Ranch, which is
presently owned by a group known as the Lloyd Ranch Limited
Partnership. The State Engineer of Colorado has ordered the
reservoir owner to make major repairs on the two dams which
create the reservoirs, with ~lans and Specifications and
inspection to be provided by a Professional Engineer.

Following an inspection on September 18, 1990, the State
Dam Inspector from the GlenwOod Springs office of the State
Engineer, imposed the following restrictions:

1. For Rapid Creek #1, storage level was to be 6 ft.
below the dam's crest and 1 ft. below spillway
crest.

2. For Rapid Creek Reservoir #2, storage level is to be
6 ft. below dam's crest and 2.5 ft. below spillway
crest.

The reservoir owner intends to upgrade the reservoirs if
funding can be obtained. The purpose of this report is to
provide sufficient technical and financial data (as required
by CWCB guidelines) to determine if the project will be
eligible for state assistance.

Basin and Reservoir Loc~tion.

The reservoirs are located approximately 18 miles east
of Grand Junction and approximately 8 miles southwest of
Mesa, Colorado. Rapid Creek Reservoir #1 and dam is located
in Sections 22 and 23, Township 11 South, Range 97 West, of
the 6th PM, and Rapid Creek Reservoir #2 is located in
Sections 22, 23, 26 and 27, Township 11 South, Range 97 West,
of the 6th PM.
