Quality of water is a continuous problem <br />and the TOwn of Starkville is frequentl~ under <br />notice from the Colorado Department of Health <br />that water quality is unacceptable. Department of <br />Health letter of September 5, 1978 urges connection <br />to the Trinidad water system. Cost of improving <br />the existing collection system and quality of <br />water is prohibitive, and the,continuity OL supply <br />would remain doubtful. <br /> <br />The present system has a $6,000 debt and is <br />supported by an $8.00 per month charge to users. <br />The debt was incurred for pipe and labor to collect <br />water from the springs on Fisher's Peak and is <br />being repaid to the Trinidad National Bank at ap- <br />proximately $188.00 per month. Revenue is obtained <br />from 56 paying customers, more or less, at the $8.00 <br />monthly charge.
