<br />. <br /> <br />. <br /> <br />GOAL 3: Begin Restoration. <br />Complete a morphological assessment ofthe stream which will include an in-field survey. <br />Document the present conditions of in-stream structures. Evaluate designs for irrigation <br />head gates, land, roads, and bridges which will fit within the guidelines of the restoration <br />design. Describe the Conceptual Plan and the Design Plan to participants before and <br />during the restoration effort and acquire signed agreements as described in Goal 1, <br />Objective 1, Task 2, Item 9. Stabilize the Alamosa River to reduce sedimentation, bank <br />erosion, and damage to structures by implementing the construction phase. <br /> <br />OBJECTIVE 1: Identify River Issues. <br /> <br />Examine and identify specific river issues, develop a construction design for headgates and new <br />bridges (if necessary), and discuss the Conceptual Plan and Design Plan with participants. Conduct <br />a field survey which will be used to develop a construction design. <br /> <br />The Alamosa River was classified (using "Stream Classification. Applied River Morphology", Dave <br />Rosgen, 1994), during the conceptual plan phase in 1998. A map made by Dave Rosgen has been <br />developed with a scale of 2.64" = 1 mile. This scale was developed using 7.5' quads, USGS <br />topography maps. (see maps) Aerial photographs were taken of the entire stream at a scale of 1 "= <br />200 feet. These are available in a CD Rom format. The photos help identify unstable reaches and <br />other stream characteristics. They will be used during the "design phase". Cost; $25,000.00. (This <br />has been paid and is not included in the new scope of work budget.) <br /> <br />TASK 1: Identify and document Areas Where the River is Constrained. <br /> <br />The Conceptual Plan has already identified areas where the river is constrained. Specific locations <br />along the Alamosa where diversion headgates, bridges, roads, property, and other structures have <br />been damaged or are unusable will be identified and documented again, but in greater detail, during <br />the in-field survey (Goal 3, Objective 1, Task 2). <br /> <br />In order to provide material that can be presented at a public meeting planned for the summer or fall <br />of200l, the ARWRP has decided to hire an individual to conduct an inventory of the irrigation <br />diversion structures, headgates as well as other structures and property damaged by the stream. This <br />information will be added to the GIS database and the ARWRP archives. <br /> <br />This involves: <br />1.1). Documentation of the physical condition of structures and the adjacent bank and <br />channel. Take photos and globally position these for GIS mapping to be used for future <br />monitoring. <br />1.2). Gather testimony from the ditch companies, property owners, and other participants <br />for future reference. <br /> <br />Product: Documentation of structures. <br /> <br />Page -10- <br />
