<br />. <br /> <br />. <br /> <br />recommendations to extend the monitoring program when a larger section of the river is restored. <br />A Geographic Information System (GIS) map will be generated to display the results of the <br />monitoring. <br /> <br />Through restoration efforts, the river, flood plain, and riparian corridor will be restored to a natural <br />functioning system to as great an extent as possible (Management Plan for the Alamosa River <br />Watershed, Alamosa River Watershed Project, 1997, p. 15). This is the community's vision of what <br />stabilization and restoration of the river should accomplish. <br /> <br />GOALS, OBJECTNES AND TASKS <br /> <br />GOAL 1: Project Administration. <br />Establish a governing body which will act as overseer of the project and to hire a project <br />coordinator. <br /> <br />OBJECTNE 1: Administration. <br />The first goal and task the ARWRP will set for itself is to establish a formal organization which will <br />be held accountable to the river community, the financial responsibilities of this grant, and the <br />restoration project. A board of directors will be appointed by the existing ARWRP Steering <br />Committee and the Alamosa- La Jara Water Conservancy District (A-LJWCD) to form a Non-Profit <br />501 (c.3) Corporation called the Alamosa River Watershed Restoration Foundation (ARWRF). The <br />ARWRF will exist under the auspices of, and in conjunction with the A-LJWCD as far as the <br />decision making and administration of this grant. The ARWRF will have elected officers and will <br />comply with the Articles of Incorporation and Bylaws set forth by the IRS and the Colorado <br />Secretary of State. <br /> <br />The decision was made by general consensus of the ARWRP Steering Committee that the project <br />should maintain its' present title, The Alamosa River Watershed Restoration Project or ARWRP and <br />retain, more or less, the same members. The A-LJWCD is still the lead sponsor for this grant. <br /> <br />TASK 1. Establish the Board of Directors of the ARWRF and delegate to the board the following <br />responsibilities: <br /> <br />1.1) To operate under the guidelines and the laws set forth by the Articles and the Bylaws of <br />the ARWRF Corporation. <br /> <br />1.2) To oversee the project functions, assuring that the goals, objectives, tasks, and BMPs <br />set by the ARWRP Committee and this grant, are achieved. <br /> <br />1.3) To work collaboratively with the A-LJWCD when dealing with grant funds, river <br />restoration issues, and the following points 4 through 8. <br /> <br />1.4)The hiring of all personnel, including a project coordinator. <br /> <br />Page -6- <br />
