<br />. <br /> <br />. <br /> <br />A Participant is defined as; 1). A landowner who has the Alamosa River running through <br />his/her property. 2). A ditch company and its' members. 3). A road adjacent to or a bridge <br />crossing the Alamosa River which is owned and maintained by the County or State Hwy. <br />Dept. 4). Any person(s) or entity who has a bridge, right-of way easement, road, culvert or <br />other crossing which has a direct relationship with the river. 5). Other participants include <br />organizations, community groups, and other agencies which have an interest in the project. <br /> <br />* Develop site-specific range management plans with landowners. See Landowners <br />Assistance Agreement (LAA). <br /> <br />* Return stream and diversion structures to full function <br /> <br />GOALS <br /> <br />The major goal of the Alamosa River Watershed Restoration Project is to CIeate a stream which <br />looks and functions as a natural stream while providing a benefit to the community. The primary <br />goals are listed below and then described in detail in Section 3.2; Goals, Objectives, and Tasks. <br />Primary goals include: <br /> <br />1) Project Administration <br />2) Public Education <br />3) River Restoration <br />4) Riparian Restoration <br />5) Monitoring <br /> <br />Other goals and objectives include; <br /> <br />1) Stabilize the Alamosa River by decreasing sediment loading, bank erosion, and damage <br />to irrigation head gates, land, roads, and bridges. <br /> <br />2) Raise the level of the stream and the local water table. <br /> <br />3) Improve riparian health by replanting vegetation and by using alternative grazing <br />strategies. <br /> <br />4) Improve aquatic life habitat. <br /> <br />5) Monitor the success of the project and develop long term BMPs with participants so that <br />the streams' stability can be maintained. Information from the monitoring and the restoration <br />process will be made available to the landowners agencies, and other interested parities <br /> <br />A report that outlines site-specific restoration activities, monitoring methods, and analyzes of <br />monitoring data will be produced semi-annually.
