These two alternates <br />are simllar to Alternate No.5, varying only with respect to the point of <br />return to the river. <br /> <br />Both alternates return flow upstream of the old oxbow. Both provide the <br />same basic functions as Alternate Nos. 4 and S and are technically <br />feasible. The difference between the two is a decision based on boating <br />amenities, appearance, and policy issues. <br /> <br />Alternate No. 4A has a more structural channelized appearance, whereas <br />Alternate No. SA retains the natural river channel appearance of the upper <br />portion of the boat chute. <br /> <br />LAND AND OPERATIONS <br />State and federal legislation <br />structure is satisfactory. <br />required. <br /> <br />related to the Union Avenue boating by-pass <br />No further state or federal legislation is <br /> <br />In regard to governmental concerns related to the boat chute construction <br />and operation, it is noted that several boat chutes with similar functions <br />have been constructed and are satisfactorily operated on the South Platte <br />River within the City of Denver. <br /> <br />Boat chute bypasses of hazardous obstructions to boaters on the South <br />Platte River are in accordance. with the approved Master Plan for the South <br />Platte River, sponsored by the Urban Drainage and Flood Control District <br />and 11 local governmental agencies. <br /> <br />Upon completion of the boat chute construction, the State of Colorado, <br />through the offices of the CWCB, should retain ownership of the facility. <br />
