Review of Legal Considerations <br />The legal problems involved with obtaining additional water rights <br />will be defined and evaluated. It is anticipated the town may have an <br />attorney with experience in Colorado Water Law that we could work with. If not, <br />Hydro-Triad, Ltd. has worked with numerous water attorneys in Colorado and can <br />suggest several well-qualified attorneys. It might be noted here that <br />municipalities have certain rights of control under the Colorado Water Quality <br />Control Act for any potential pollution that might occur within five miles <br />of the source of intake for a water supply system. <br />D. System Demands <br />This work task will require an evaluation of the population growth <br />potential for the Town of Nunn and the potential for expansion of the current <br />service area. The current demands, hourly, daily, and seasonally, will be <br />evaluated to establish critical aspects of source, storage or distribution <br />limitations. The current demands will be based in part on the accumulation <br />of use data from the system of water meters. The future demands will be based <br />upon current zoning and/or anticipated future land use. The town is not <br />anticipated to expand beyond the current limits (approximately 1 square mile). <br />Fire flow demand considerations will be included in this work task. <br />E. Distribution System Evaluation <br />Since the town has the present distribution system mapped, this <br />work task will consist of updating and evaluation of the system for demands, <br />pressures, and flow restrictions for both present and future populations. <br />The evaluation will include elimination of pressure and flow restriction <br />problems, as well as review of overall fire protection for the town. <br />Recommendations for phased improvements of the system with defined pipe sizes <br />and looping of the network can then be developed. <br /> <br />" <br /> <br />. <br /> <br />I <br />I <br /> <br />I <br />I <br /> <br />.~ <br /> <br />I <br /> <br />1 <br /> <br />~ <br />] <br />J <br />] <br />J <br /> <br />I <br /> <br />)I <br />
