With the pipeline <br />operated as an open system, water velocity and erosion of <br />the pipe wall would become the primary design concerns. <br />Pipe strength could be reduced compared to alternative #3, <br />resulting in a cost saving. Again, repair and maintenance <br />could be a problem with a pipeline system. This alternative <br />is feasible, and is considered the preferred alternative by <br />the project sponsor, primarily because of the lower up-front <br />costs. <br /> <br />5. Repair the Cotton Creek Ditch: <br /> <br />Repair the Cotton Creek Ditch by retrenching the entire <br />length of approximately 3 miles. This would involve <br />cleaning out the system and running a large ditcher. The <br />cost would be low, but problems would still exist with <br />seepage, even though the route would be shortened by coming <br />straight down the mountain instead of using Cotton Creek. <br />This alternative is feasible, but has been ruled out by the <br />project sponsor because it will not provide the needed <br />increase in irrigation water during dry years. <br /> <br />The Natural Resources Conservation Service (NRCS) has provided <br />technical engineering assistance in the evaluation of the above <br />alternatives. <br /> <br />The Selected Project <br /> <br />The CCWC has decided to either install a concrete lined ditch, or <br />to install a non-pressurized pipeline along the Cotton Creek <br />Ditch (old Airline Ditch) alignment. It is expected that these <br />two alternatives will be of similar cost. A preliminary design <br />for the concrete lined ditch alternative is attached in <br />Appendix D. <br /> <br />The CCWC will completely fill in the existing Cotton Creek Ditch <br />and clean the surrounding area. They will build a new ditch pad <br />to grade and then slip-form the concrete ditch in placei or <br />excavate and install the pipeline with proper bedding and <br />backfill. <br /> <br />Water Rights <br /> <br />The CCWC has decreed water rights for 69.6 cfs of Cotton Creek <br />water. Actual diversions were 5045.23 ac-ft, 5156.90 ac-ft and <br /> <br />Feasibility of Rehabilitation of the <br />Cotton Creek Airline Ditch <br />March 1997 <br /> <br />6 <br />
