<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />o Examine ways to increase the availability of water by better water manage- <br />ment, thereby decreasing the amount of additional storage to be needed, <br /> <br />Providing firm answers to the questions of how much new storage capacity is <br />needed, where the new storage should be located, and the source (or sources) of <br />water for the project are basically dependent upon reliable hydrological data. <br />Consequently, one of the objectives of this study was to further refine the <br />hydrological analyses of previous studies. <br /> <br />Alternative plans to alleviate the problems and meet the needs for improved <br />irrigation were formulated. The consultant carefully analyzed the advantages and <br />disadvantages of each plan and its estimated cost in order to identify preliminary <br />appropr ia te plans, <br /> <br />Section II: Summary of Previous Studies <br /> <br />The USBR published a report in 19116 on the Colorado River basin, This report <br />included a preliminary plan to improve irrigation of Tongue Creek basin and <br />neighboring creek basins. In the 19116 USBR report, Grand Mesa was designated as <br />the project name and has continued to be the name used for irrigation improve- <br />ments in the area, <br /> <br />Studies of irrigation improvements in the Tongue Creek basin have continued since <br />the USBR began a feasibility study in 19611. The project area of the USBR study <br />was larger than the project area of the present study, The USBR published two <br />reports dated 1973 and 1982 on its studies of a Grand Mesa Project. "leither report <br />recommended action by the federal government to implement a plan of improve- <br />ments, <br /> <br />Subsequent to the USBR studies and reports, the CWCB and GMWCD sponsored two <br />additional studies on irrigation in the Tongue Creek basin, both concerned with <br />improvements which could be implemented by the State of Colorado and local <br /> <br />I-II <br />
