This area is presently experiencing heavy growth
pressures due to the rapidly escalating energy development under-
way in western Colorado and immediate access to Interstate Highway
1-70 which borders the area on the north.

Some lands around and to the south and west of the Interstate 70
interchange at Rifle have been annexed to the City of Rifle. The
Rifle Village South subdivision located about 1-1/2 miles southwest
of the Rifle/I-70 interchange presently contains about 36 homes.
Another cluster of homes is located adjacent to the city limits of
Rifle southwest of the 1-70 interchange. Individual homes and farm
residences are scattered through the balance of the area.

Planning is well advanced on the proposed Southside Center to be
located in the southeast quadrant of the Rifle/I-70 interchange.
This will be a commercial Planned Unit Development,

PROBLEM

The lack of a dependable municipal water supply for this developing
area has been the principal limiting factor on the residential and
commercial expansion of the area, The City of Rifle has been
approached by the Rifle Village South Metropolitan District for the
purchase of raw water from Rifle, Negotiations have not been fruitful,
and the Rifle Village South Metropolitan District has been seeking
other sources for an expanded water supply.

- 1 -
