ESTIMATED COSTS The estimated construction costs and financial analysis for the pro- posed first stage water system for the South Rifle Division are based on the system features described in Chapter V and shown on the Project Map. It was assumed that the existing distribution system of the Rifle Village South Metropolitan District would be expanded by Metro and that the distribution systems for the proposed Southside Center and other developments served by the first stage project water system would be constructed and operated by the distribution entities. Water would be supplied to the individual distribution systems at the most convenient point from the supply main shown on the Project Map. Only the operations, maintenance and replacement costs appli- cable to the first stage system of the South Rifle Division plus the purchase cost of augmentation water would be included in the wholesale water rates charged the users. Dperating and maintenance costs of the distribution systems would be the responsibility of the various water distribution entities or developments. The estimated construction. cost of the first stage water supply system is shown in Table VI-l at present (mid-1980) cost levels and includes a 20 percent allowance for unlisted items and construction contin- gencies. The estimated mid-1980 total construction cost was indexed upwards by an assumed average inflation rate of 11.5 percent for 1!2 years to arrive at the late 1981 estimated total construction cost of $1,285,000. The total capital cost in late 1981 dollars for the first stage water system is $1,460,000 which includes land and rights-of-way costs for system features other than pipelines located in public road rights-of- way; and legal, engineering and administrative expenses equivalent to 13.5 percent of the total construction cost.
