ESTIMATED COSTS <br /> <br />The estimated construction costs and financial analysis for the pro- <br />posed first stage water system for the South Rifle Division are <br />based on the system features described in Chapter V and shown on the <br />Project Map. <br /> <br />It was assumed that the existing distribution system of the Rifle <br />Village South Metropolitan District would be expanded by Metro and <br />that the distribution systems for the proposed Southside Center and <br />other developments served by the first stage project water system <br />would be constructed and operated by the distribution entities. <br />Water would be supplied to the individual distribution systems at <br />the most convenient point from the supply main shown on the Project <br />Map. Only the operations, maintenance and replacement costs appli- <br />cable to the first stage system of the South Rifle Division plus the <br />purchase cost of augmentation water would be included in the wholesale <br />water rates charged the users. Dperating and maintenance costs of <br />the distribution systems would be the responsibility of the various <br />water distribution entities or developments. <br /> <br />The estimated construction. cost of the first stage water supply system <br />is shown in Table VI-l at present (mid-1980) cost levels and includes <br />a 20 percent allowance for unlisted items and construction contin- <br />gencies. The estimated mid-1980 total construction cost was indexed <br />upwards by an assumed average inflation rate of 11.5 percent for <br />1!2 years to arrive at the late 1981 estimated total construction cost <br />of $1,285,000. <br /> <br />The total capital cost in late 1981 dollars for the first stage water <br />system is $1,460,000 which includes land and rights-of-way costs for <br />system features other than pipelines located in public road rights-of- <br />way; and legal, engineering and administrative expenses equivalent to <br />13.5 percent of the total construction cost. <br /> <br />VI-l <br />
