Some of the newer homes in the Subdivision have
completed wells into the Lower Arapahoe. Construction of a community well into
that formation would impact those homeowner's wells. Because of the high cost
of well construction, the low yield and impact on individual homeowner's wells, it
is infeasible to consider further the completion of a community well in the Lower
Arapahoe formation.
The Laramie Foxhills formation lies deeper beneath the subdivision and
contains good quality water. From a 1200 foot deep well costing $130,000 to
$150,000 per well, one might expect to produce 100gpm. It is estimated that the
Laramie Foxhills formation annual appropriation available from beneath the
entire 160 acre Subdivision would only be 39.7 acre feet per year pursuant to
the Division of Water Resources Denver Basin Rules. The cost for a pump,
motor and controls for such a well would be in excess of $75,000. The annual
power bill to pump the 39.7 acre-feet would be in excess of $5,000 per year.
Because pumping would be limited to 39.7 acre-feet then there would have to be
some other source to meet the 120 acre-feet per year demand, or else the users
would have to cut back their usage by 67 percent. The high initial cost for a
single well plus an annual power bill of at least $5,000 and the limited yield
makes this alternative infeasible at this time.
Table 2 has been prepared to summarize the feasibility and expected
costs for the previously mentioned alternatives. Costs have been estimated
based on recently reported prices to purchase shares of senior ditch rights and
recent construction costs for wells and pumps.

SOURCES OF AUGMENTATION WATER

Considering the above-mentioned alternatives, and to comply with the
Property Owners' desires to be self sufficient, it appears that CRPOA should
attempt to purchase senior water rights that would be acceptable to augment
their well. Senior ditch rights which divert in the vicinity or upstream of where
CRPOA's well impact affects the South Platte river are: the Burlington-
Wellington rights, the Brantner Ditch, the Fulton Ditch, and the Lupton
Bottom/Lupton Meadows Ditch.

"
