TABLE 2. Comparison of Alternative for CRPOA Centralized System Water Supply.

ALTERNATIVE

"Do nothing."

Rely on GASP under
Class A contract.

IV

Purchase senior water
rights to augment
well.

Purchase Water from
Another Source
(South Adams Water
and Sanitation District
[SAWSD))

Pumping Non-
Tributary Water

COST t

Many dollars.

GASP assessment for two
units in 1998 was $450. This
charge will increase for 1999
and could increase very
significantly in future years.

$300,000 to $400,000 initial
cost plus $50-$100 per year.

Annual cost would be at least
$78,000 for 120 acre-feet
plus initial hook-up costs
which could reach $100,000.

Well Cost--$150,OOO
Pump Cost- $75,000
Annual Power Cost- $5,000

DISCUSSION OF CONSEQUENCES

Property values could decline by more than 50 percent, fire
insurance would double or triple. and property owner's lifestyles and
values would change. The very reason why rural large lots were
chosen would be lost.

The CRPOA is concerned about the longevity of GASP and is
concerned that the annual assessments could become very
expensive especially if GASP is challenged in Court on the
adequacy of its augmentation plan. These concems were the very
reason that the CRPOA membership voted to purchase their own
source of augmentation water.

FEASIBILITY

Infeasible.

Feasible but with
uncertainties.

The CRPOA needs 84 acre-feet of consumptive use waler 10 fully Feasible and having
augment the anticipated 120 acre-feet per year of pumping. They most certainty and
would then take those water rights to GASP and seek inclusion in flexibility.
the GASP augmentation plan under a Class C Contract. Should the
coslto be included in GASP become prohibitive, then CRPOA could
proceed to decree their own augmentation plan through the water
court or join with some other entity to augment their well. Provides
the most certainty for long term operation of the existing well and
has flexibility.

SAWSD current rate is $2.00 per 1000 gallons and this will rise in
1999 and could be $2.65/1000 gallons. Historically SACWSD rates
have increased and are expected to rise in the future. SAWSD
might even curtail service if the use was for irrigation and they did
not have sufficient supply to meet their demand.

The only aquifer available would be Laramie Foxhills and annual
appropriation would be limited to 39.7 acre-feel, only one-Ihird of
water needed 10 meel demand. Power costs are expected to rise
and pumps would have to be replaced every five to seven years.

Infeasible.

Infeasible.

-------------------
