<br />COLORADO WATER CONSERVATION BOARD <br />FEBRUARY 21, 1989 <br /> <br />Since Fruitland Irrigation Company must change engineers due to <br />policy changes of CWeB~ we request that eweB approve a funding <br />increase for feasibility engineering work to $19~600. An in- <br />crease to this total will permit Fruitland Irrigation Company to <br />discharge its obligation to UTE Engineering and proceed with the <br />project. A breakdown of the cost of the feasibility reports is <br />given in item 14 below. <br /> <br />UTE has incurred a total of $14~500. The work accomplished for <br />that fee is summarized below: <br /> <br />I. The original engineering feasibility report was submitted to <br />CWCS on March 4. 1987 in accordance with the Scope of Serv- <br />ices dated October 67 1986. Cost of the report was <br />$6,000.00. One-half of that amount was to be paid by CWCB. <br />To date~ we have received $3~OOO.OO. <br /> <br />2. The scope of the project was changed by the State Engineer <br />and CWCB. See CWCB letter dated March 6, 1987. Repair of <br />the control valve was added to the project. Also~ the quan- <br />tity and type of data submitted for the report was substan- <br />tially increased beyond the intent of the Scope of Services7 <br />particularly for water rights. historical data and payback <br />schedules. <br /> <br />3. The feasibility report pr.epared in accordance with the <br />original scope of services was submitted to ewes on March 4~ <br />1987. <br /> <br />4. On March 27~ 1987~ UTE established control stations inside <br />the outlet conduit and started a monitoring program. The <br />control stations and monitoring were to determine if any <br />movement was still occurring in the conduit~ and to measure <br />flows throughout the conduit cracks as water depth in the <br />reservoir changed. This work was required by the State En- <br />gineer. Monitoring was conducted during 1987 and 1988_ <br /> <br />5. Fruitland contracted with SRK of Denver to prepare an en- <br />gineering study of the outlet conduit. The study was com- <br />pleted JanUarY7 1988 at a cost of $3~950.00 paid by Fruit- <br />land. <br /> <br />6. A supplement to the feasibility report was submitted to eweB <br />on February 4~ 1988. The scope of the original report was <br />changed substantially due to the requirement to include the <br />control valve and results of monitoring the outlet conduit. <br /> <br />q <br />~ <br />
