<br />,.(0' <br />\ <br />&~~~ <br />\ <br />'Y \)j <br />>k <br /> <br />< <br /> <br />. <br /> <br />. <br /> <br />It is the recommendation of the project engineer that the 36 inch outlet pipe be <br />lined with a 24 inch steel pipe, grouted in place. The 24 inch pipe will provide the <br />capacity required for safe operation of the reservoir and the BPWC's water supply <br />requirements. The buckled portion of the existing pipe will need to be removed to <br />accommodate the new pipe liner. Removal of the buckled pipe must be accomplished <br />from inside the existing pipe. <br /> <br />. <br /> <br />The BPWC has requested an increase to their loan in the amount determined by <br />their engineer. The requested amount will be finalized at the January 29 CWCB meeting. <br /> <br />DISCUSSION <br /> <br />This project development is considered a change in field condition and requires a <br />change in the design plans and a "Change Order" to the original construction contract. <br />The amount of the change order is currently being investigated by the project engineer, <br />however is estimated to be between $150,000-$300,000. The current project is on the <br />budget, therefore extra funds are necessary in order to complete the additional work. The <br />extra funds are for revisions to the feasibility study, design, construction, construction <br />engineering, and a contingency for furtheI unanticipated changes in field conditions. <br /> <br />Section 1.(2) of SB 94-029 allows that loans made by the Colorado Water <br />Conservation Board may be increased or decIeased as may be justified by "reason of <br />changes in the plans for a project if those changes are required by final engineering <br />drawings and specifications", Final engineering of this project requires work that <br />increases the total cost of the project and therefore justifies the BPWC's loan increase <br />request. <br /> <br />. <br /> <br />All loan contract provisions would remain the same, including collateral, the 75% <br />total project cost limitation, and the project schedule. The value of the existing collateral <br />(the Brush Hollow Reservoir, dam and appurtenances, and land) is sufficient to cover the <br />additional loan amount. <br /> <br />~ STAFF RECOMMENDATION <br /> <br />'1/ ~.} ,ffrecommends that: <br /> <br />~) }?'
