Meeting - Water <br />Project Construction Loan Program - Modifications to Previous Loan <br />Authorizati,ons - Beaver Park Water Co. - Brush Hollow Dam Rehab. <br /> <br />BACKGROUND <br /> <br />A $750,000 loan to the Beaver Park Water Company (BPWC) was approved in <br />1994 through SB 94-029 for the rehabilitation of Brush Hollow Reservoir located in <br />Fremont County, northwest of Penrose. The terms of the loan were not to exceed 75% of <br />the total project costs at an interest rate of 3.5% repayable over 30 years_ The project <br />was designed by Woodward-Clyde Consultants and a construction contract was awarded <br />to Tezak Heavy Equipment Co. of Canon City in November. The project includes the <br />stabilization of the upstream dam face and replacement of the outlet structure. <br /> <br />During the process of cleaning sediment from the 'outlet pipe, the contractor and <br />engineer found the lower half of the 36 inch diameter welded steel pipe to be severely <br />corroded, with the invert rusted completely through at several locations along the pipe. <br />During subsequent pipe cleaning operations, the outlet works subcontractor encountered a <br />section of pipe which had buckled upward, Ieducing the clearance in the outlet to about <br />12 inches for a distance of about 25 feet. The buckled section is located approximately <br />beneath the centerline of the dam, where a concrete support wall bearing on the bedrock <br />foundation is reportedly located, <br />
