<br />I <br /> <br />I <br /> <br />I <br /> <br />Officials of the City of Delta have recognized the need <br />for a detailed study which would compare the development of alternate <br />sources of additional future water supplies. To this end, we have <br />been authorized to prepare a report which would systematically <br />evaluate the demand and show the means of developing all known <br />alternative sources. It is hoped that eventually a plan will evolve <br />based on the philosophy of meeting long range municipal and indus- <br />trial water needs of the City and surrounding areas in a united <br />cooperative effort. The decision to carry out various phases of the <br />plan would then be based on foresight rather than on the undesirable <br />spontaneous reactions to a crisis created by fear or administrative <br />inertia. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Purpo se <br /> <br />I <br /> <br />The primary purpose of this study is to provide significant <br />information on the alternative means of developing additional sup- <br />plies of treated water for the City of Delta, Colorado. The proposed <br />alternatives include development of additional water supplies on <br />Grand Mesa through transfer of irrigation water rights, development <br />of water rights in the Gunnison River, and involvement with the <br />recently formed "Project Seven" group. The study is intended to <br />provide information to enable members of the City Council to make an <br />objective comparison of the alternatives. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />A secondary purpose of the study is to provide officials <br />of the City of Delta with a comprehensive description of the <br />existing water system including existing sources, existing facil- <br />ities, projected water use, and future system requirements. The <br />information provided should serve to update the previous report on <br />the Delta Water System prepared by Engineer Laren D. Morrill in April <br />1959. <br /> <br />I <br /> <br />I <br /> <br />Scope <br /> <br />I <br /> <br />The work necessary to properly evaluate the alternatives <br />includes: <br /> <br />1. <br /> <br />Preparation of a summary of all existing sources on Grand <br />Mesa. <br /> <br />I <br /> <br />2. <br /> <br />A description of existing facilities of the Delta Water <br />System. <br /> <br />I <br /> <br />3. <br /> <br />Investigation of past and present water use. <br /> <br />I <br /> <br />4. <br /> <br />Preparation of a water use forecast based on projected <br />population growth and water use trends. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I - 2 <br />
