That Applicant shall apply for any special use permits or rights-of-way, as the case may be, if the same are required by law for the use of public resources contem- plated by the subject Application and shall abide by the conditions set forth therein. That the parties hereto agree and stipulate that the decree entered herein will not interfere with and is subject to all senior decrees of and exchanges made by the Southeastern Colorado Water Conservancy District for the use and benefit of the Fryingpan-Arkansas Pro- ject authorized by Public Law 85-590, 87th Congress, and the operation thereof pursuant to the Operating Principles contained in House Document No. 130, 87th Congress, First Session, nor 'will it be used as the basis of an objection to a change of water right pro- ceedings and exchanges initiated by the Southeastern Colorado Water Conservancy District.
