That a Stipulation was entered into jointly by the United States of America and the Colorado, Water Conservation Board, Applicant, and that said Stipulation was filed on I October 19, 1979. 7. That, on October 31, 1979; the case was remanded to, the undersigned Water Referee for investigation and ruling thereon. 8. That the Application herein concerns a claim made pursuant to the provisions of C.R.S. 1973, 37-92~102(3) and C.R.S. 1973, 37-92-103(3), (4) and (10) known as Senate Bill 97, and that the purpose of the appropriation claimed herein by the State of Colorado is to insure the preservation of a minimum stream level to protect the natural environment to a reasonable degree. 9.
