<br />Draft 4 <br /> <br />BaRe Flood - A flood having a one ~rcent chance of being equaled or <br />exceeded in any given year. In the context of this ordinance, Base Flood is <br />used interchangeably with "one hundred year flood", or "one percent chance <br />flood", or "intennediate regional flood". <br /> <br />Channel - A natural or artificial watercourse of perceptible extent with <br />definite bed and banks which confines and conducts continuously or <br />inteIlllittently flCMing water. <br /> <br />Develognent - Any construction or activity that changes the basic <br />character or the topogratilY of the land on which the construction or <br />activity occurs, including, but not limited to, ay man-made channel to <br />improved or unimproved real estate, construction or substantial improvement <br />of buildings or other structures; mining, dredging, filling, grading, <br />{:aying, excavation, or drilling operations; dam, wall, embankment, levee, <br />dike, pile, abubnent, projection, excavation, channel rectification, bridge, <br />culvert, fence, fill; located within the area of special flood hazard. <br /> <br />Existing Mobil e Home Park or Mobile Home Subdivision - A parcel or <br />contiguous {:arcels of land divided into two or more mobile bane lots, for <br />rent or sale for which the construction of facilities for servicing the lot <br />on which the mobile home is to be affixed, including at a minilllllll the <br />installation of utilities, either final site grading or the pouring of <br />concrete {:ads, and the construction of street, is completed before the <br />adoption of floodplain regulations by the Town of Frisco. <br /> <br />Expansion of an ExiRting Mobile Home Park or Mobile Home Sllbdivision - <br />The preparation of additional sites adjacent to an existing mobile home park <br />or mobile home subdivision, by the construction of facilities for servicing <br />the lots on which the mobile homes are to be affixed, including the <br />installation of utilities, either final site grading or pouring of concrete <br />{:ads, or the construction of streets. <br /> <br />fill - A deposit of materials of any kind placed by artificial means. <br /> <br />Flood or Floodi.ng - A general and temporary condition of partial or <br />complete inuroation of normally dry land areas from: <br /> <br />a. the overflCM or streams, rivers, or other inland water bodies; <br />or, <br /> <br />b. the unusual and rapid accuinulation or runoff of surface waters <br />from any source. ' <br /> <br />Flood InRllrance Rate Map (FIRM) - The official map on which the Federal <br />Insurance Mninistration or the Federal Emergency Management Agency has <br />delineated both the areas of special flood hazards and the risk premitml <br />zone(s) applicable to the Town. <br /> <br />Flood Insllrance Stuqy - The official report provided by the Federal <br />Insurance Administration or the Federal Emergency Management Agency that <br />includeds flood prOfiles, the flood boundary-floodway map, and the water <br />surface elevation of the base flood. <br /> <br />Page 6 <br />
