<br />Draft 4 <br /> <br />'. <br /> <br />Section 3. Statenent of Purpose. 'lbe purpose of these regulations <br />is to promote the public heal th, safety, and general welfare, and minimize <br />flood hazards and losses by provisions designed to: <br /> <br />a. Promote sound planning and land use, and permit only such uses <br />within floodplains that will not endanger life, health, and <br />public safety or property in times of flooding; and, <br /> <br />b. Protect the public fran avoidable financial expenditures for <br />flood control projects, flood relief measures, and the repair <br />and restoration of damaged public facilities; and, <br /> <br />c. Prevent avoidable interruption of business and conunerce; and, <br /> <br />d. Minimize victimization of unwary home and land purchasers; <br />and, insure that potential buyers are notified that prop;lrty <br />is in an area of special flood hazard; and, <br /> <br />e. Facilitate the aaninistration of flood hazard areas by <br />establishing requirenents that mst be met before use or <br />developnent is permitted; and, <br /> <br />f. Minimize damage to public facilities and utilities such as <br />water, sewer, and gas mains, electric and telephone lines, as <br />well as streets and bridges located in areas of special flood <br />hazard; and, <br /> <br />g. Ensure that those who occuI!.{ the areas of special flood hazard <br />assume responsibility for their actions; and, <br /> <br />h. Help maintain a stable tax base by providing for the second <br />use and developnent of areas of special flood hazard so as to <br />minimize future flood blight areas; and, <br /> <br />i. Minimize the need for rescue and relief efforts associated <br />with flooding and generally undertaken at the expense of the <br />general public; and, <br /> <br />j. Require that uses which are wlnerable to flooding, including <br />public facilities, shall be protected against flood damage at <br />the time of initial construction. ' <br /> <br />Section 4. Met.hOOA of ~ucing Flood LoAAPS. In order to accomplish <br />its purposes this ordinance includes methods and provisions for: <br /> <br />a. Restricting or prohibiting uses which are dangerous to health, <br />safety, and prop;lrty due to water or erosion hazards, or which <br />result in damaging increases in erosion or in flood heights or <br />velocities. <br /> <br />b. Controlling filling, grading, dredging, and other developnent <br />which may increase flood damage. <br /> <br />Page 4 <br />
