<br />1 <br /> <br />-., <br />\ <br /> <br />Major energy/mineral development projects affecting the applicant. <br />The total area to be considered in this feasibility study comprises <br />the area of Weld County from the Southern boundary, north along the Soulh <br />Platte River to the City of Evans. This area has been the primary oil <br />and gas mining and production area for the County of Weld since the early <br />1970s. The largest employer of oil and gas production staff is Amoco Oil. <br />In the Fort Lupton area alone the oil and gas production, storage and <br />mining activity has been considerable; however, since the decline in oil <br />and gas drilling, and production the number of business closures related <br />to this industry has been significant. The effect has been a declining <br />assessed valuation for the entire County due to less activity in the oil <br />and gas induslry and economic declines for support and related businesses. <br />From th.. attach..d table on "En..rgy Related Work Force" it can be <br />cl..ar]y seen that the amount of decline has been"significant. While this <br />chart is primarily for the Fort Lupton area, the effects are consistent <br />throughout Weld County. There was a 68% production decline from 1985 to <br />1987. The figures do not indicate the status in 1988; however, there has <br />been even further decline in activity and employment in the area. <br />The issue which this project is to address is water quality and the <br />possibility of combining resources to deliver the best possible water to <br />the participating entilies. With assessed valuations down due to the <br />decline in oil production, the amount of revenues and the revenue base <br />has also declined. All of the cities and towns involved in this proposal <br />have relatively small tax bases. and limited revenues. It is hoped that <br />the effect of declining revenue~ and assessed valuations can be decreased <br />through a cooperative effort by participating entities. Each community <br />is under State and EPA mandates regarding water quality. Each community <br />is in the process of altempting to position itself to meet lhese <br />mandates; however, individual costs for such programs are extremely high, <br />and far exceed lhe hislorical costs and fee increases of the pasl. Oil <br />arid gas production activit.y has been a large consumer of water and has <br />posed unique wastewater problems for the area. Wit.h decreased activity <br />t.he opport.unity t.o rely on the oil and gas industry t.o provide assistance <br />in meeting these mandated programs and costs is limited. <br /> <br />Const.ruction Project Summary: <br /> <br />This is not a construct.ion project.. <br /> <br />Why can't the project be funded locally? What alt.ernatives to Impact. <br />Assistance funding have been explored? ~ <br />To this point Impact. Assistance Funding is the only resource that is <br />being pursued. This is due t.o the fact t.hat each community had been <br />pursuing their jndividual needs without the stress of a deadline in <br />meeting water quality demands. The establishment of a deadline in 1991 <br />and 1992 for these communities, and the realization of t.he individual <br />cost.s has ledt.o thi':: PI'oposal: Many of the citif?s~ involved arc! <br />significantly increasing water and sewer rates in 1988. l~ese increases <br />~re desj,gned to meet current COSl5~ and any increase ro~ fl,ltlJre ne~ds are <br />being reserved for a lime when the selected project and its cost is <br />clearly I(nown. There is a reluctance to raise fees for these long range <br />projecls until costs ar'e ~(nown. Addilionally, the economy of this area <br />is very poor al t.his time, and assistance in meeting the cost.s of such ~ <br />feasibility study will help the local economies of each community <br />i nvc~ 1 VF.~d. <br /> <br />. <br />
