<br />~ <br /> <br />2) Obtain three (3) sealed bids for constructing the facilities. If the <br />lowest bid exceeds the Engineer's estimated costs as indicated in the <br />drainage report, the City/County Engineer must review and give <br />approval (or disapproval) before proceeding. <br /> <br />3) If it is not possible to receive three bids, the developer must <br />obtain the City/County Engineer's approval before proceeding with <br />construction, and the cost and credits shall be determined at that <br />time. <br /> <br />4) The developer proceeds with construction according to the approved <br />plans and any changes during construction shall be discussed with the <br />City/County Engineer. <br /> <br />5) Upon completion of the construction of facilities, the developer <br />shall obtain a certification from a Colorado Registered Professional <br />Engineer that the facilities inspected are constructed in accordance <br />with the approved plans. <br /> <br />6) The developer then submits this certification along with records of <br />the cost of construction, i.e., a copy of the bid, as-paid bills, and <br />a request for probationary inspection and reimbursement credit to the <br />City/County Engineer. <br /> <br />7) The City/County Engineer wi 11 review the request, inspect the <br />facilities and after verification of the costs, will place the <br />request on the Drainage Board Agenda for formal review. The request <br />must be submitted to the Drainage Board two weeks before the <br />scheduled meeting. The letter of credit for drainage facilities may <br />be released at this point. <br /> <br />8) The Drainage Board meets on the third Thursday of each month and <br />reviews the requests for reimbursement after hearing from both the <br />City/County and the developer. <br /> <br />9) If the request is approved, the item is then forwarded to City <br />Council or the County COlTlllissioners for final approval of <br />reimbursement of monies from the drainage fund account. <br /> <br />10) If the reques tis not approved, the Dra i nage Board will set the <br />amount of reimbursement and developer has the right to appeal to the <br />City/County. <br /> <br />11) Reimbursements are made twice a year: on the first of June and the <br />first of December. Items to be heard for June disbursement must be <br />approved by the Drainage Board by April 1.
