<br />I <br />:1 <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />il <br /> <br />3.0 DRAINAGE BASIN LAYOUT AND FINANCING <br /> <br />3.1 Drainage Fee Assessment <br /> <br />, <br /> <br />El Paso County, inclusive of the Colorado Springs Metropolitan area, has been <br />divided into 35 major basins. These basins have been further divided into 139 <br />smaller drainage basins. The drainage basin divides constitute jurisdictional <br />boundaries for the purpose of assessing drainage improvement fees. These fees <br />are assessed on a per acre basis. The funds are pooled for each basin and are <br />administered by a Subdivision Storm Drainage Board. The City of Colorado <br />Springs and El Paso County entered into an intergovernmental agreement, dated <br />November 22, 1983 to establ ish a joint storm drainage board which has the <br />authority to establish fees and recommend repayments or credits for facilities <br />installed. The Subdivision Storm Drainage Board consists of seven members who <br />are appoi nted by City Council and the Board of County Commi ss i oners. The <br />County Director of DOT and City Director of Public Works are the secretaries of <br />the Board without a vote. The Board is responsible for recommendations to the <br />City Council and the Board of County Commissioners for the investment of <br />surplus funds that may temporarily accumulate in the basin funds, the repayment <br />or credits to be made from the basin funds, and collect and deposit drainage <br />fees into the appropriate basin fund within the City or County. <br /> <br />The drainage basin fee represents the unit cost of drainage improvements yet to <br />be constructed and is expressed in dollars per acre of remaining plattable land <br />in the basin. The drainage fee is the total drainage cost divided by the <br />unplatted area assumed plattable with the appropriate unit conversions. <br /> <br />The drainage fee is a one time charge to the developer which is collected at <br />the time of the final plat recording. The developer may provide for drainage <br />improvements in lieu of the drainage fees. Drainage fees shall be paid prior <br />to the time of the recording of the plat. The fees to be paid shall be those <br />in effect at the time of the final plat approval. <br /> <br />3.2 Procedures for Drainage Improvements Credits and Reimbursements <br /> <br />In order for a developer to obtain reimbursement of drainage costs or credit, <br />certain procedures must be followed. Prior to proceeding with construction of <br />major facilities, the developer must comply with the following: <br /> <br />1) Obtain through the subdivision process an approved drainage plan <br />showing the facilities required and the estimated cost of those <br />facilities, and indicate the drainage basin and fees for the acreage <br />shown on the drainage plan. (Copies of the current per-acre fee can <br />be obtained from the County DOT or ClM Public Works Department.) All <br />drainage basins are identified and fees established each year. <br />Letters of credit are to be posted with the City/County in accordance <br />with the subdivision regulations. <br /> <br />3-1 <br /> <br />II <br />
